Your tax bill depends on your exact address. Katy spans three counties, Harris, Fort Bend, and Waller. Your bill adds up every local tax at that address. That can include the county, the city, your school district, and a MUD. Katy homes can fall in Katy ISD, Lamar CISD, or Royal ISD. A MUD is a municipal utility district. It is a local district that can charge property tax to pay for water and sewer lines. Many newer neighborhoods have one. Look up the address on that county's appraisal district website before you make an offer. I estimate your escrow on the full tax bill for that address.
Many Katy builders offer incentives. Common ones are a credit toward your closing costs, a rate buydown, upgrades, or a lower price. Some incentives only apply if you use the builder's lender, and offers change often. Ask the builder in writing which incentives you keep with any lender.
